This is the NYT trying to shift the narrative from fraud to incompetence, which is telling in and of itself that they would associate their hero with incompetence of this magnitude, but it's way worse than gross incompetence, and way worse than being a couple days late in response to a hurricane. This man intentionally defrauded 300 million people to pass his scam of a law, and the New York Times knows it.
