in 2009 Obama got congress to fund a total of 3 Billion dollars to DESTROY OLD CARS that use a more gas than newer Cars. 3 Billion dollars of OLD USED Car Parts that poor people could have bought from Junkyards or bought cheep from owners when they wanted to get a newer car.

The OLD Cars where also EMP Resistant and Fixable after an EMP, the NEW cars all have Computers that will be Fried in a good strength EMP.
