There is also the idea that those who commit one crime will just as easily commit another. I have to wonder how slippery that slope is...
Maybe gang stalking needs to be considered a disorder of some kind like any other abnormal compulsion.

The gangstalking leaders are immune from prosecution by the state. There have been a few court cases that proved how this works. In one particular case a man who was a proven victim of CIA dug experiments went to court and won. However the Judge stated that although the perpertrator was found guilty of the crime he could NOT be sentenced as he was protected by the state. In summary there are hidden laws to do with national security etc where the perpertrators have the protection of the state.
