It doesn't even work in theory. It has never successfully worked. Only when they use force and slaughter them into submission does it "appear" to work.

The 'theory' I was talking about is the sugarcoating that goes on. Oh, it's a utopian society where we all get along! Everyone knows that in practice, it's much different. Force is the only way these types of governments stay in power.
