Do Churches really follow the teaching of the Bible?

Where I live we have a Cathedral. On many occasions there has been a homeless women with a cart sleeping rough near the grounds. I often wonder why the church doesn't help this women with accommodation and food.
I have also know people who have approached the local Priest he fobbed them off, when people try to tell him about this homeless women.
It seems they are not practicing what they preach, it is mostly image not substance in their activities.

How about all the Catholic hospitals that dot the globe? And the schools... Go inside the Cathedral and say a prayer for that dear lady next time you see her in front of the Cathedral.
