This is a very hard thing to do. In fact nearly impossible, short of a global catastrophic event. But just think about that, if it happened... Suddenly a world without paperwork, or church, or police... I suppose it wouldn't be very safe. No medical care, either. I think we are approaching a time when a financial catastrophic event will cause the cessation of some of the oppressive elements you mention. And even require some self determination.
