The motive for such an attack goes back to the Coup's that took place there in the 80's and destabilized US control over the Islands. It was bloody colonizations that took the Philippines under the US Empire's control in the first place.

So saying that the US wanted to take the islands back, and say fuck you for 100+ years of resisting Empirical Control, TPTB use weather weapons to wipe the place out, then deploy troops armed with "Perma Birth Control" "relief" supplies, and BINGO, its their Island once again..
