Back up to verse 21........this passage is addressed to Israel.
In fact Chapters 34----Chapters 39 are for Israel. They should be read together.
At the very beginning of these six chapters:
"Son of man, prophesy against the shepherds of Israel......
When the 70 weeks of years are complete......the punishment for Israel will be over.......and God will no longer hide his face from Israel.
He will then put His Spirit inside the remnant of Israel who have survived the final seven years.
And David will be prince over Israel in Jerusalem (37: 24)......and Christ King of the world.......and beginning His 1,000 year reign.
People can be indwelt by the Holy Spirit right now.....when the put their complete faith and trust in the Lord Jesus Christ.
For Israel......God will just flat out put His Spirit inside Israel at the end of Daniel's 70th week......pure grace......to defend His name and promise to Abraham... for his act of faith and obedience (Gen 22).

Yes, what I cite is part of A Witness God Gave those HE Would Have Had As HIS People... Yet, Israel spurned HIM and would not allow HIS Regeneration.
The Holy Spirit LED me to Ezekiel 36:26-27 when I was challenged by a Hebrews 12 Bastard on this forum over 9yrs ago to "show me that there is any reference to Born-Again in the Old Testament".
26. A new heart also will I give you, and a new spirit will I put within you: and I will take away the stony heart out of your flesh, and I will give you an heart of flesh.
27. And I will put my spirit within you, and cause you to walk in my statutes, and ye shall keep my judgments, and do them.
The above Witnesses what I have Seen and Known since giving my life to The Father.
Christianity IS God's Banner To The World.
Don't tell me about Israel being HIS People. When rabbinical judaism emerged over 200 yrs after Christ, the last vestiges of Israel's submission to God were discarded by the jewish people.
