That's what we used to think. Guess it's another instance of the news media sweet talking this thing.

The IRS is in charge of collection, but they aren't allowed to use liens, asset seizures or criminal charges to enforce it. So the IRS can't use criminal charges. Can the US Justice Department or anyone else use criminal charges?
