Contaminants in rain water does not change the evaporation rate of the water. Temperature and humidity of the air are the two largest factors that determine evaporation. If the air is saturated (high humidity) there is no were for water to evaporate to. If the temperature is low, then water isn't going to evaporate rapidly. Heavy water is not 'weaponized' water. You drink heavy water all the time. heavy water is where the molecules have a whole or in part replacement of deuterium for the hydrogen. Deuterium is a stable isotope of hydrogen, meaning it isn't radioactive. Heavy water is used over hydrogen (normal) water due to its slightly improved radiation absorption ability. Deuterium is a more compact and heavier element than Hydrogen, thus can block radiation more effectively by absorbing radioactive waves and particles. Density is about 11% greater than hydrogen-1 water. Why weaponize it? There is really not much harm it can do to the human body at natural occurring levels.
