IGNORE ALL THAT JIBBER JABBER!! The important thing is the water is RADIOACTIVE. If a mosquito breeds in that water and bites you, YOU WILL GET SUPER POWERS. Probably Super Mosquito Powers.

Contaminants in rain water does not change the evaporation rate of the water. Temperature and humidity of the air are the two largest factors that determine evaporation. If the air is saturated (high humidity) there is no were for water to evaporate to. If the temperature is low, then water isn't going to evaporate rapidly.

Heavy water is not 'weaponized' water. You drink heavy water all the time. heavy water is where the molecules have a whole or in part replacement of deuterium for the hydrogen. Deuterium is a stable isotope of hydrogen, meaning it isn't radioactive.

Heavy water is used over hydrogen (normal) water due to its slightly improved radiation absorption ability. Deuterium is a more compact and heavier element than Hydrogen, thus can block radiation more effectively by absorbing radioactive waves and particles. Density is about 11% greater than hydrogen-1 water.

Why weaponize it? There is really not much harm it can do to the human body at natural occurring levels. Rats given nothing but heavy water have died in about a week from it:

High concentrations of heavy water (90%) rapidly kill fish, tadpoles, flatworms, and Drosophila. Mammals, such as rats, given heavy water to drink die after a week, at a time when their body water approaches about 50% deuteration. [29] The mode of death appears to be the same as that in cytotoxic poisoning (such as chemotherapy) or in acute radiation syndrome (though deuterium is not radioactive), and is due to deuterium's action in generally inhibiting cell division. It is more toxic to malignant cells than normal cells but the concentrations needed are too high for regular use.[28] As in chemotherapy, deuterium-poisoned mammals die of a failure of bone marrow (bleeding and infection) and intestinal-barrier functions (diarrhea and fluid loss).
