First of all there is no 60% rape amongst black girls. And even if it was:

So in absolute numbers:
244 million whites in the USA, about half is women
41 million blacks in the USA, about half is women

SO:
20% of 122 million women = 24 million white women raped
60% of 20,5 million = 12 million black women raped.
