To answer your question simply, God judges all based on what's been revealed to them. Those who haven't accepted Jesus, being saved by grace, and haven't heard the gospel, will be judged according to their works. If the person was overwhelmingly evil, than they will be judged accordingly, if they we're overwhelmingly unselfish and upright in heart, than that will be considered...
