1.Free publicity. They want people to watch these fixed sports games.
2. Mislead. Misdirect.
3. To make the public accept military type patrolling of city streets.

Conspiracy theorists will always analyze the signs, based on what they know. The illuminati can mislead us. But just because we draw attention to these games, doesn't mean people should watch them. Avoid major sports games, they are all fixed anyway. I don't watch Indian cricket for the same reason; they are all fixed. Its major time money, and everybody profits, right from the guy who supplies undies to player to the Government who patrol the area with helicopters.
