The Blue Zone Project most likely is...a project promote health. A healthy Blue Shield and Blue Cross member is cheaper than an unhealthy member because if you are sickly you cost them money. I don't think myself that it is a part of Agenda 21. Just an insurance companies way to lower their costs.
