ARCA or Romanian Cosmonautics and Aeronautics Association is a non-governmental organization that promotes aerospace projects as well as other space-related activities. It is based in Râmnicu Vâlcea, Romania.
[link to en.wikipedia.org]

10 February 2014
ARCA is developing a high performance unmanned aerial vehicle
The aircraft is named Air Strato and is part of a larger UAV family that will carry out various missions for ARCA and our partners. The first prototype is completed and is already in testing. This is the largest version having a wingspan of 16m (52 ft) and is intended for stratospheric flights up to an altitude of 18 km. The aircraft is electrically powered and has autonomy of 7 hours on internal batteries and 3 days using solar panels. It can carry a payload of 30 kg consisting of aerial photography and surveillance equipment, scientific instruments or other payloads for various tasks including additional battery pods for extended autonomy. The other versions of Air Strato have a smaller wingspan and lower flight ceiling but higher maximum speed and larger payloads.

26 September 2013
First ARCA flight in the ExoMars Program completed successfully
ARCA has successfully completed the validation test flight in the ExoMars Program High Altitude Drop Test (HADT), carried out in cooperation with the European Space Agency.
The launch took place from the Black Sea coast and comprised three pressurized containers containing the avionics equipment that will be necessary to test the ExoMars spacecraft parachute during the incoming future flights that will be performed by ARCA.
The objectives were flight testing the avionics and communication systems, demonstrating the containers sealing after sea landing and the capability to identify and recover the equipment from the sea surface.

June 24, 2015 - Equipment delivery from ARCA Europe to US based
ARCA Space Corporation
As part of relocation program of ARCA from Europe to US, the first transport of equipment has left our facilities, from Constanta-Romania, to the ARCA SPACE CORPORATION facilities in US. The transport will take one month and it will arrive in Houston, TX and by there, by truck to Las Cruces, NM

Re: Romania, the 'Tiger' of Eastern Europe is waking up!
The Airstrato was created by the Romanian Cosmonautics and Aeronautics Association (ARCA) in recognition of the fact that few organizations can afford high-performance UAVs like the Global Hawk or the aforementioned Predator. ARCA is seeking to provide small businesses, research institutions and individuals with a level of performance comparable to high-end UAVs, but at a much more affordable price.

Before you get too carried away, that price starts at US$80,000. For that, you'll get ARCA's "entry-level" AirStrato Pioneer, which has a flight ceiling of up to 26,000 ft (8,000 m) and can fly for up to 12 hours. It has a wingspan of 12 m (39.4 ft), weighs 175 kg (375 lb) and is powered by a 38-volt Robbe 6362/10 engine. Amongst the Pioneer's features are 1,800-watt polycrystalline solar panels that charge its batteries when there's sunlight.

Elsewhere, the Pioneer has a VHF radio that provides communications with air traffic control or other aircraft, and artificial intelligence attributes for avoiding no-fly zones and taking control of flight when communication is lost. A built-in parachute, meanwhile, ensures that there is always a soft landing. ARCA suggests the Pioneer is suited to applications including land and sea border protection, disaster monitoring, remote area exploration and filming for TV and cinema.

The Pioneer's bigger brother, the Explorer, has the same feature set and suggested uses, but is able to fly at a higher altitude and for longer. Its flight ceiling is 60,000 ft (18,000 m) and it has an endurance of up to 20 hours. Those higher specifications will set you back $140,000.

Both the Pioneer and the Explorer can be controlled from the $15,000 AirStrato Interface. The Interface is a control center from which the AirStrato drones can be piloted wherever they are in the world. It communicates with the drones via satellite and allows the user to view flight parameters, program autopilot and to pilot the aircraft in assisted fully manual modes. Features include a hand-operated throttle and stick, a high-quality display, a keyboard and mouse for navigating software, and foot-pedals.

In the absence of a runway, the drones can also be launched from ARCA's Accelerator, a pneumatic launcher that will set the drones into flight in less than a second. To do so, the Accelerator's internal air compressor delivers a force of 2,200 ft lb (2,983 Nm). It comes at an additional cost of $20,000. Other add-ons available include 4K video cameras and additional battery packs.

Few businesses, military and research institutions can afford to purchase a high performance UAV like the Predator for example. Even fewer can get access to a stratospheric flying Global Hawk. The rest have to contend with low performance unmanned aircrafts.
We merged the performance of the former with the affordability of the latter. And here, the revolutionary AirStrato comes into the market. It is an aircraft with the flight ceiling of the Global Hawk, the endurance and size of the Predator and payload of the Shadow, at the cost of an expensive car.

Re: Romania, the 'Tiger' of Eastern Europe is waking up!
AirStrato Pioneer is a slightly smaller version of the Explorer, designed to perform flights at lower altitudes. A 26,000 ft (8,000 m) flight ceiling, satellite control (with optional satellite communication device), and 12 hours of endurance using solar cells and batteries, or 13,000 ft (4,000 m) and 16 hours of endurance using hybrid propulsion with power generator and batteries, makes Pioneer a very competitive air-robot.
AirStrato is the largest air robot in the world that is taking-off using a ground-based catapult, which makes it ideal for operations from remote areas and even from ships.

German companies gain trust in Romanian economy, says study

German companies regained confidence in Romania as an investment site and look optimistically to the future, shows a conjuncture study by the Romanian-German Chamber for Commerce and Industry (AHK Romania).

The economic situation of the country and the state of their own industry are appreciated by German companies as having bettered compared to last year.

Of the companies participating in the survey, 15% assessed the local economic situation as good, while over half (56%) believe that the Romanian economy will perform better than last year.

The number of those who consider their company is in good standing has increased this year to 54% (2014: 50% 2013: 36% 2012: 42%). When asked to compare their situation to last year, 75% believe that it will improve, against 54 percent last year.

Re: Romania, the 'Tiger' of Eastern Europe is waking up!
In Romania labour productivity is above the average of other countries in Central and Eastern Europe (CEE) participating in the survey: 50% of companies are satisfied, only 10% are dissatisfied with the remainder being undecided. When it comes to hiring intentions, Romania ranks second among other CEE countries: 52% of companies plan to increase the number of employees (2014: 46%) and only 7% want to reduce staff (2014: 14%).

Overall labour market and labour law are appreciated by German investors in Romania. This is due to changes in the labour code and introducing the Law on Social Dialogue of 2011 which led to more flexible labour relations.

The conjuncture questionnaire was conducted in March 2015 on 126 German companies activating in Romania in all fields.

Poland’s factories and industrial plants have been forced to reduce production because of power cuts and energy supply restrictions.

Global carmakers and big automotive suppliers as well as steel group ArcelorMittal and chemical major Grupa Azoty were among those hit by the power cutbacks, which are the first such restrictions since the country emerged from under communism and have been blamed on unseasonably hot weather.

Very nice OP...
...U must be smoking something strong,or something close to a miracle happened recently, cause I left Romania only 2 weeks back, and it was still that country where 85% of the population lives on less than 3$/day , where people vote for whoever gives free beer/sugar/flour/cooking oil/ rubber boots and so on,where traffic police will let u ride if u give them 20 bucks, where one child allowance is 10 Euro/month but for a stray dog is 100 euro/month,... u want me to keep on going???
the only good thing that happened in the last 10 years is that a good part of our gypsies got exported to western Europe- we must say thanks for this to baroness Nicholsen or something , which couldnt stop telling our media how bad the Romanians treat the good gypsies...
Cheers, and get of the pot mate...
