Since the gas is not all used by the Ukraine it would be normal policy for an IMF ruled nation to claim all gas coming in as belonging to them and any exports would be under the rules as if it was a native product of the Ukraine and as such the price can be adjusted no matter what deal Russia has made with other Nations and used pipelines to transport it across the Ukraine.

Quebec does the same with NFLD created electricity before it is sold to the US. They make a lot of money by doing something that is basically being nothing more than a middle man. (it does show how the whole system works though, high prices due to 'delivery complications')
