In the book "One Second After" which is about an EMP attack on the USA that is exactly what happens.

1. The United States becomes involved in a massive war in multiple areas on earth and deployed all of our National Guard and regular troops all over the world to fight.

2. After all of our troops are overseas we are hit with multiple EMP devices that take down all the power grid nationwide instantly destroying the economy and throwing the [population into chaos.

3.Because of the attack the US dollar becomes near worthless worldwide and all of our troops are trapped overseas with no way to get home and no supplies.

4. After months of chaos and death in the US russian troops show up in the east half of the US as the west is taken by China...both China and Russia claim the action is one of humanitarian need to stop the violence and to help the people.

Heads up residents of the US...there was a reason every senator and congressman and their aids were all given a copy of the book "One Second After"

Russia will just be demonized and punished if the eastern rebels don't abide by the outcome. It only makes sense if the idea is to get them to stand down at all as a result of any agreement. Even a truce requires both parties at war to agree. Any other format will just be another trap for Russia.
