There is no point in having talks if only parties who agree with each other attend the talks.
The hostile parties that hold power must also be at the table if the talks are to have any point.
That means Pavvy Sektor and DNR (Donetsk Narodny Respublika) must also be at the table if anything useful is to be negotiated.
It is no use asking Kiev to control Pravvy Sektor when they are unable to (and did not following the previous talks).
And it is no use asking Russia to control DNR when they are unable to (and did not following the previous talks).

For such a corrupt and extremely stinky dealings, how is it Putin has ratings in the neighborhood of 75% approval by his own people how he is handling Russia's position relating to the Ukraine? This includes other areas in his leadership,

Speculation:

I am thinking that it is distinctly possible that with the referendums on 11May2014 (next Sunday), both Luhansk and Donetsk will vote to become sovereign nations. Unilateral Declarations of Independence, just like USA and Crimea did.
They may then apply, just like Crimea did, to be admitted as Federal subjects of the Russian Federation. (I think they would have a separate referendum on that issue, but not sure).

Anyway, it seem to me that Russia has every reason to deny their application to be a Federal subject. Most obviously financial and to avoid moving Russian troops into Donbas.

If so Luhansk and Donetsk continue as Independent States. However, they could apply to be admitted as members of the CIS (Commonwealth of Independent States or Sodruzhestvo Nezavisimykh Gosudarstv). They could apply severally or jointly as two members or one.

And if they become CIS members then that opens the door to cooperation with other CIS members (obviously Russia) on matters of trade, finance, lawmaking, and security. Notably security of course.

All of which leads me to think it might not be wise to even to have a second referndum to apply to be a subject of Russia, but to directly apply for CIS membership as the successor nation(s) to Ukraine. Ukraine's membership of the CIS is imperiled at best, and may be already gone.
