That about the Germans I am familiar with, but that about the USA being against the break-up of Yugoslavia rings no bells at all.

NDD 133 is a very subtly worded document, but within it you can see the overall objective of moving Yugoslavia towards more market oriented reform, i.e. "IMF shock therapy" in order to solve the so-called unfathomable foreign debt (which incidentally is not even 10% of what all ex-Yu countries owe together today).

So perhaps that isn't quite being a good friend after all, when you knowingly push the country through reforms you know will cause social unrest.

The Germans perhaps were most active in arming for example the Croats, but the Americans joined in later on and closed their eyes when Iran and Saudi Arabia were flying in arms and fighters to Bosnia either directly or via Italy/Croatia.

So in my eyes, both were in on it, but on different levels ;)

The Minister of Defence of self-proclaimed DNR Igor Strelkov confirmed information on resignation "the national mayor" of Slavyansk Vyacheslav Ponomarev. The commander of a people militia published the corresponding message on the page in Facebook.

- "So-called "people mayor" Ponomarev is displaced from his position for conducting the activity incompatible with the purposes and problems of civil authorities. That's all can tell for now" — Strelkov wrote.

Ukraine's acting Interior Minister Arsen Avakov has announced plans to deploy all the department’s forces in combat and patrol units to eastern Ukraine for participation in the ongoing military operations against pro-Russia protesters.

“I made the decision - all ... fighting and patrol divisions of the Ministry of Internal Affairs will take part in the anti-terrorist operation,” Avakov wrote on his Facebook page on Monday.

He warned that any member of the ministry, who refuses to join the Ukrainian army’s crackdown on pro-Russians, will be fired

As I posted earlier, if the new President is unable to take decisive action then that just underscores the illegitimate nature of the regime. He apparently has to negotiate with the extremists already there to get anything done.
