Who sanctioned this referendum? No official authority, this referendum was a joke and completely invalid.

The referendums (Crimea, Lugansk, Donetsk) were sanctioned and authorised by the various bodies that held them. Much the same has been true of all referendums since time immemorial. A referendum certainly would need to be somehow authorized by the federal government, or else it is unconstitutional and therefor illegal. Also referendums and elections in general usually have neutral observers to limit the risk of fraud. OSCE declared the Crimea referendum as unconstitutional and did not send observers.
