Bilateral ceasefire can be effective. You negotiate a deal - you do this but not that and we will do the other and not something else.

But unilateral ceasefires are always 100% ineffective. There is no negotiation involved. That is why you declare a unilateral ceasefire - because you don't want it to work, it is only a political posturing and nothing more.
