Michio Kaku describes on CBS morning show that there was Cia manipulation of weather in Vietnam, is forced to use the word "allegedly" by the newscaster, then goes on to describe how they can cause it to rain or snow by using lasers shot into the sky.

What if they shoot the laser into the sky and it inadvertently destroys a GPS satellite and I am backpacking. I really don't want to get lost. Have they thought of all the lost backpackers this could cause?
All this has happened before, and will happen again.

What if they shoot the laser into the sky and it inadvertently destroys a GPS satellite and I am backpacking. I really don't want to get lost. Have they thought of all the lost backpackers this could cause?

Since the average GPS lock is around 10 satellites, I think you'll be alright. I imagine the company owning the satellite would be pretty upset about it though.

It's just cloud physics. The current methods of "controlling" the weather mostly involve types of cloud seeding. Rain drops form around the small nuclei of dust particles or other aerosols. Without these particles in the atmosphere rain drops cannot form. The theory behind cloud seeding is if you seed the clouds with lots of these particles, it will allow the water vapor to condense into rain.

The main caveat is that you have to already have water vapor and clouds in order to induce rainfall. Places like Vietnam have a lot of water vapor in the air and it is relatively easy to induce flooding rains with constant cloud seeding. However, this does not work at all for deserts or places that are experiencing dry weather because there is too little water vapor in the air to condense.
