I wish I could read it that way. To me it sounds like a theoretical paper or an exercise for students. They have set up a scenario in which messages come from outer space and the student is being taught how to parse them.

If this short paper referred to real messages wouldn't there be more context like who received the messages and what technology was used and what part of the sky they emanated from? Instead this thing is worded PRECISELY the way I would word a toy problem for instructional or theoretical purposes.
