They've just said that Government buildings in Donetsk have changed flags from Russian ones to Ukranian ones.

Possibilities:

Pro-Russian government ethnic-Russian locals

Pro-Russian government former law enforcement from around the Ukraine

Pro-Russian government (former?) Ukrainian military (ie, Ukrainian military who have 1. switched allegiance to Russia, or 2. Ukrainian military remaining loyal to old Ukrainian government)

Russian military on temporary "leave" (giant, cynical quotation marks around "leave")

after 3 days russian flag ... TODAY the Ukraine flag is restored... some pro-russians don't like it i guess...
