What happens when Russia nukes (limited srike) a few US cities ?
And threatens Full Nuclear Response for any US Retaliation.

Would the US gov go ahead and retaliate knowing the rest of the US cities be wiped out ? Will everyone in the Cities left intact be willing to have their city destroyed by a nuke ?

A risky manuever, but with the right timing, range, decoys and delivery method, ect., a couple cities could go poof quite quickly, checkmate.
