I can see why the Republic of Palau voting with Japan, the Palauans have very strong ties to Japan, especially from a tourism point of view.
The Republic of the Marshall Islands, though; that is strange. The Marshallese recently turned down the offer of a multi-million dollar grand trom Taiwan to build a fishing station there -- on environmental grounds!
And the Federated States of Micronesia (Yap, Truk, and Ponape) voted against Japan; that's kind of odd too. If I'd had to guess I'd have thought the FSM delegates would have voted WITH Japan and the RMI delegation AGAINST Japan.

I'm thinking that there was some effective lobbying going on ~ and as for the Marshalls, perhaps the representatives attending this meeting voted off the song sheet ~ or perhaps the Marshalls are re-grouping politically. Makes you go, Hmmmm.
