Germany is the strongest economically and industrially in Europe today. They have more to lose by siding with Western Europe and the United State. If they try to stay neutral, perhaps they can avoid severe repercussions by both sides. They are the type of country what would manufacture ammunition and military equipment for both parties.
Eventually, if both sides do go to a full scale military battle, Germany will need to choose who they are going to help defend. Essentially, Germany is the lynch pin to the West.
