Court documents obtained by WAVY News 10 show a Jeffrey T. Savage of Portsmouth has a criminal history, including a manslaughter conviction in North Carolina in 2008."

Ex-con who supposedly had an "in depth" security background check done before obtaining a civilian contractors ID.

But as the story goes, even those with a ciminal history can obtain such ID/clearance. Makes perfect sense to me!
