Oscar Pistorius ties in with the fear the PTB are trying to portray that we should have for our fellow mankind that they could be prone to extremist intent and that we would not know.

In Oscar's case, they are trying to show us how such a scenario could affect a vulnerable person such as Oscar and how it could lead to unintended arm. In essence whatever solution they prover won't be with the force of arms and anyone who opposes their solution(s) i.e. microchipping to report to a state monitoring system vital signs of extremists intent, would be deemed a terrorist.
