I think this is the vetting that the candidates undergo. Unlike in a real vetting process, any discovered dirt will not be considered bad and used to disqualify a candidate. Instead, it will be considered as an asset and valuable means of controlling the candidate.

In fact, the more dirt they find, the more puppet-masters may like the candidate: easier to subvert to their agenda regardless of the his real ideology, goals and intentions.
