OP, if you do in fact see Obama ads it is because...

A: you spend your time on liberal leaning websites (the ads are tailored to your browsing habits)

B: You suck at the internet and don't know about ad blocking.

Its called targeted advertising, you or someone at you IP loves the guy.

Ads can also be driven contextually by the content of the page.

We don't know who Obama works for beyond the fact that he was required to cooperate with certain powers just to get the job.

Most American government programs were set on autopilot before he took office. If he had attempted to eliminate the Federal Reserve, for instance, he would have ended up like Kennedy. The same probably goes for the drone bombing program.
