Putin is afraid that the only way to stop this group of mad people is using thermal nuclear weapons and other weapons only Russia has. That is what he is trying to avoid. A better question to ask is "why does the US go to country to country over throwing sovereign nations, and starting wars?".

Perhaps protection in this case is via monitoring the movements of individuals involved in the riots to the extent they can be tracked back to their lairs.
The next move for Putin would to be a large scale invasion with special forces where evacuation of civilians takes the first week and then a quick retreat into the motherland and throw up the 'peace/ceasefire flag' and complaints by Ukraine would open up a war crimes case at the UN where the defense has the info from each refugee as to why they became a refugee and suddenly the one opening charges is the one on trial. For the Ukraine not to press those charges just means the refugees themselves are the ones lay the charges. Either case would see the refugees return with an armed escort that is paid for in full by NATO even though it is Russian troops on the ground. A decade later all is well and fine, except the folding up of NATO.

Putin won't make any move until US invades Syria or Iran after the mother of all False Flag attacks coming from MH370 and other multiple simultaneous dirty bomb FF events across multiple cities and western interests. Then Russia too will invade Ukraine and at the same time blame the US for invading an ally country without any evidence to support the idea of Syria/Iran being responsible for the attacks in the US. Russia will also claim that it is acting against groups that it calls separatists or terrorists especially now that the US which accuses it of acting against the same is also now doing the same thing and then the US will also blame Russia for harbouring a traitor (Snowden) who leaked secrets that allowed the mother of all FF take place under the radar of the US government. The planet goes to hell in a hand basket.

All that you will know is that this war is based on a fight against terrorism.
