He is describing the fallen angels, the gods of old mankind who set themselves up above the kings- They have always controlled the $ and are behind the IMF and every major company on earth. You can not hide or bargain with them.

GOT is very clever.

It is a depiction of the core of the Illuminati conspiracy, the central global banking syndicate that is actually in charge by controlling the world's leaders through finance. In every country the Illuminati set up a central private bank run by secret owners, such as the Federal Reserve (shown in GOT as the Iron Bank). These banks actually dictate policy for the global elite that are behind all governments. Just like in GOT the Iron Bank is not the King, but they are more powerful than the King. Thus the Iron Bank is really in control, but the people of the Kingdoms put all the blame on the Kings. The Kings come and go, but the Iron Bank remains in control no matter who takes a meaningless throne.
