Well the US has a policy not to negotiate with terrorist so, although Hitlery is a treasonous swine not worthy to lick the bottom of a middle school janitor's shoes, it could simply be a tactical decision allowing them to negotiate for the release of the kidnapped girls without undermining that policy.
