They are actually called "mamantus clouds", and they are becoming more frequent, yet are not tornado clouds.

I saw clouds like those from my office window a week or two ago. Looked liked a quilted cotton blanket upside down. Very cool. Never seen clouds like those before. Maybe I need to spend more time looking out my window...........back to work I guess.
