If it falls out of the containment cobalt water, then it will get real hot, real fast. If they can get it back in the coolant quick enough, it will be okay again. But I have no idea what their process it like, or how an accident like that could happen.

The light is most likely coming from a ship that pulled up to the plant on the opposite side. That's my best guess besides a fire.
