Has anyone heard about the false flag, Operation Black Out?

Someone I ran across told me that this summer during the peak electric usage that there will be a false flag involving the shut down of all coal burning power plants across the USA.

I have no evidence to support this claim as I said it is something someone told to me discreetly today while I was at work.

What is everyone's thoughts on something like this happening. He said it would be blamed on solar flares or EMP.

I myself have my doubts, even though I known this person for a few months now. He seems up to date on a lot of stuff but this information was unexpected.
