On the first issue, which relates to rule that covered about 3% of carbon emissions, five conservatives ruled that the EPA had exceeded its authority. On the second, which relates to the rule that covers about 83% of carbon emissions, three conservatives and the four liberals ruled that the EPA could continue with the rule rule it had put forward. In essence, it is really more a victory for the EPA than not. |
