The Fed buys 88% of the bonds, so what is this talking about?

That's because most of it is short term debt: 90 day, 6 month, one year. Thats why they never even talk about the 30 year bond anymore because they cant sell the at all!!! So 1.2 trillion is a drop in the bucket or about 12% of the total as you noted.
