Just had run in with a dip shit riding around with license plate readers in my neighborhood

So there I was taking the shitzu out for his day time walk in the neighborhood when I notice a small trendy white 2 door coupe pull into the neighborhood.

Well I immediately noticed 4 license plate scanners...2 on the front of this car and 2 on the back!

It is an african american bald headed gentlemen with about a dozen tatoos all over his arms and body who is behind the wheel.

I walk over to the stop sign and wait for him to pull up.

I motion for him to roll his window down which he does.

I say is there something I can help you with?

He says no I am ok.

I say well you seem lost riding around in circles and you seem to be spying on peoples vehicles.

He chuckled to himself and said naw I am just doing inventory!

I said inventory for who? Are you law enforcement?

He said no I am not.

I said do you have a business card as I am seeking employment(even though I am not) I said I would like to contact your company and see if they are hiring.

he said no business card.

I said can you tell me who you work for?

He said no I cannot!

I said well I have a problem with you spying on my vehicle and not being able to identify yourself.

He shakes his head in an oh well manner.

I said do you think it is appropriate to ride around here taking pictures of vehicles and or license plates without saying who you are with?

He chuckles as an embecile would and says "sure it pays the bills"

I said nice...would you torture people also if it pays the bills, you seem to have no problem violating people's privacy??!

He did not respond.

I said you sure you can't give me a phone number so I can call your employer and seek job opportunities?

He chuckled again and slowly drove off!

As this encounter is concluding I see the maintenance man for the community and we begin to talk about this clown riding around.

Then to our shock the unidentified clown puts his license plate capturing vehicle in reverse and backs up about 2 blocks n revers and stops in front of me and the maintenance man.

He rolls his window down and in an authoritative manner yells at the maintenance man this..."Hey, are you the maintenance man?"

Maintenance man says yes I am.

The clown then responds well are there any more courts around here?

The maintenance man just shook his head no.

The clown then pulls off.

At this point other neighbors came out and asked us who the fuck is this bald headed stranger with tatoos riding all up in the parking lots and courts of the community spying on vehicles.

needless to say the neighbors were not happy and neither was the maintenance man because if this clown was there to do us any good he would have identified who he was and what he was doing.

I got my camera ready now so if he comes back I will document if I am lucky enough to get an encounter with him again and will upload.

In the mean time who the fuck are these clowns?? law enforcement, repo men? motor vehicles agents?? identity thieves?
