I would, at this point, take draconian measures: a complete embargo of North Korea (except, of course, from China). No food, no supplies, no medicine, no fuel, NO NOTHING!!....

...He can't take this forever. The internal pressure from the populace will increase, as will the stress within his regime, and, despite that he will come as close as possible to starting war in order to provoke an agreement on his terms, he won't, because to do so would ensure the destruction of his regime, which is the only thing that matters to him...

...Three little words - CALL-HIS-BLUFF.
