Perhaps they are trying to manage this culling. Mass killing would produce chaotic results.
Additionally they must have some way to protect themselves from whatever they release.
Another theory is simply greed, control of the weather, water and food and total domination of the planet is what I believe the goal. I have studied the space ribbon and all that. It just does not add up.

No question of chem trails here in Central Oregon. On days with no chem trails, the clouds are normal. When there are chem trails, the clouds do not form as usual - just a haze that spreads out. The chem trails get thicker and sometimes appear to be twisted into tight spirals. Sometimes we go a week or two with no trails. Then, we'll get slammed again for weeks, although this year is lighter than last year. I live in the country. Bend is about 25 miles to the North. They don't seem to get them there nearly as much. Contrails from passenger planes flying overhead are much thinner and shorter and they dissipate pretty quickly. Chemtrails don't. It is amazing to me how many people never seem to see what is right in front of them.
