CNBC: Russian envoy says rebels don't have BUK missiles

After days of global anxiety and outrage over the handling of the crash site of the downed Malaysia Airlines Flight MH17 in Ukraine, there appears to be a breakthrough in developments.

Russian-backed separatists have handed over two flight recorder boxes to Malaysian experts and the bodies of some of the 298 victims are making their way home. International investigators have also reported of improved access to the airliner wreckage four days after it was shot down en route from Amsterdam to Ukraine.

Meanwhile, Russia's envoy to Malaysia Lyudmila Vorobyeva said in a news conference Tuesday that the MH17 probe should be done by the "international community" and not Ukraine, and adds that the rebels do not have Buk missile systems, nor do they have "the qualification to operate" them.

Focus now turns to a meeting of euro zone foreign ministers on later today, to discuss further sanctions against Russia.
