I am not sure if anyone from Canada has already posted this, but a friend of mine works for Canada Post. I mentioned this to her and she gave me an answer. I am not sure if it is the same thing in the states, but for a few years now, Canada Post will place red dots on mail boxes of people who have requested Canada Post to not put junk mail in their mail boxes. It is a simple yet effective way to ensure you don't get junk mail.

Have you made any requests lately? Has your neighbours? I don't know if it may be the same thing, but I am just throwing it out there.

No authority would ever use a system of marking their 'targets' that is so ridiculously easy to circumvent. You can just PAINT OVER YOUR DOT. Or change it to the 'good' color. Or swap out your mailbox with a'good' neighbor's mailbox while he sleeps...

Why would anyone use such a horribly flawed system when all they actually have to do is carry around a list of addresses?
