Sometimes flip them off if I am at a stop light. I have not seen anything like this, but will look as I drive around. Is this attached to a traffic signal? If so, then the emergency vehicle explanation may be true. Not saying that it may or may not have other functions, as well. |

Not all of them do all 3. Look at the flat plate, and the air intakes. Top is probably the antenna. Saw one up close in NYC once and it was labeled as such. Looked similar but not exactly the same. |

Boxes like that were put in a few years ago because cellphone hackers found a way to use the emergency call function to call any number they want for free. Now that button calls a closed circuit so they can't call other numbers since its not a normal tower. |
