Mystery boxes on streets around CNN and surrounding gov buildings

Does anyone know what these are? They are on just about every street corner surrounding CNN and nearby government buildings including the old court of appeals building.

Some say they are for fast approaching emergency vehicles and somehow indicate to the vehicle that they are approaching a red or green light.

You can't see in this picture but most if not all include a dome camera and what look like wireless signal antennas.
