I think it would be reasonable to test people every 5 years for competency. I don't know what would be in the test but there is no restriction from voting currently even if you are completely irrational. Of course there will always be those who will cry no fair. I still can't believe they can't require a photo ID to vote. You need a photo ID for all kinds of things yet you don't need any ID to vote.

Originally the right to vote was restricted to land owners. Since women could not legally own land they could not vote. Most of the population then did not own the land they lived on so it was a very small circle of those who had money. Laws against black voting I think were mostly passed after the civil war. In lots of areas there were laws restricting black, Indians, Asians and Jews to live in certain areas.

Women's liberation started not long after the industrial revolution. Before that women were property and not allowed even to protest even in the family. The old laws about the wife not being allowed to testify against her husband made physical assault of the wife by the husband legal. The industrial revolution gave women a lot of free time. In many countries women still have no rights and are property not protected by law.

I know men who can't read or write married to women who take care of everything in the household. I know women that are as dumb as dirt that wouldn't survive without some guy bossing them around.

I think a lot of people are creating their own world of despair that will one day create movements that are going to be ugly. I don't know why we have to "embrace" multiculturalism. I don't think all people are the same. Even people with limited learning abilities can be trained. Some people though seem to be beyond training.
