I think that more than 99,9% of the Fuel is contained, aerosolized is afaik. ca. 150Kg. I don't remember the Numbers of how much of nuclear Material is inside of Daiichi but it is a lot because there is no real Recyling of this Fuel/ Spend Fuel.
