very clearly delineates exactly where this is all coming from.
This is a water war.
The Litani River is entirely contained within Lebannon.
The Israeli's wanted it even when the territory of Israel was called Palestine.
It has been an object of need since the initial planning to create Israel commenced.
And now they need it to survive.
Israel has drilled and pumped its own springs and groundwater completely dry.
This is very short snip from towards the end puts it in a nutshell, but I very highly recommend that anyone wondering what in the world is really going on and why take the time to read the entire article.
"Lebanon is a water-rich country in the Arab world. Although it has not implemented major development and infra structure plans - especially in the South - it does not face the same water scarcity as Syria or Israel. Lebanon is far from what is going on in for example Damascus, where the main spring dried up in July 2001 and the capital of Syria is now left with no more than four hours of water every day.
And Israel, according to Dr. Majzoub, has used up its groundwater sources completly.
Israel drilled so deep and pumped water from such great depth that the springs will never replenish again.
Israel now relies on surface water, water coming from outside the country and desalination of sea water only."

And Syria is pretty much in the same boat as Israel- the spring that supplied Damascus for thousands of years dried up several years ago. |

If this is a 'water war'...Then why didn't Israel take the water in the 18+ years they were entrenched in southern Lebanon...You do realize they only left in 2000, right?

If you read extensively on the matter, you will find that there were/are many who believed that Israel was indeed taking water from the Litani and from the Chebaa Farms area too.
This is from an article published while Israel was STILL occupying southern Lebanon:
1. Abstract
In the Middle East, the supply of water is much less than its demand, thereby resulting in conflict over it. This is true for Israel and Lebanon, where there have been struggles, although not always armed, for the waters of the Litani River. At this point, Israel occupies southern Lebanon. Part of the Litani is located in this region. There are conflicting reports and conclusions over whether or not Israel is using the Litani. There is also a verbal struggle over which country needs the Litani more, could make best use of it, and who, therefore, should develop their use of the Litani. Although there is not an armed struggle over it now, it has been involved in armed struggles in the past (in the 1967 war, and in 1982) and it is conceivable that in the future the struggles over it may become armed.

Did you read the link?...Apparently not...
What will they do till 2015?...The same as they have always done...Make do with what they have...And you are not understanding that the first plant is finished...The 2nd is well underway, and 2 others are already started...The END of the project is 2015...It started in the planning stages in 2000...The 2nd plant will be done in a year or so...That is 30% of domestic needs covered by desalination freeing up that 30% for industry and agriculture...They don't care that it is 'more expensive' as it pays off in the long term...
I'd be interested in seeing where you are getting your info that "There is not enough water NOW."...

Yes it is...Due to water being diverted before it gets there...Stop diverting that water for domestic use, and the sea will rise again...

After the 1967 war, Moshe Dayan, defense minister, asserted Israel acheived "provisionally satisfying frontiers, with the exception of those with Lebanon."(21)
Israel hoped that it would have use of the Litani by the mid 1980s, when it projected that it would have fully used up the waters captured in the 1967 war. Israel hoped to meet this goal by securing the Litani in 1978. Israel had even included the Litani in calculations of their water resources.(22)

It is not recent that Israel has been suspected of planning to divert the waters of the Litani for its own use. Israel could increase its annual water supply by 800 MCM (approximately 40% of its annual water consumption in 1993) if it had continued access to the Litani through continued/permanent occupation of southern Lebanon.(38) Another reason for Israel to want the Litani is that, especially along the Israeli coast, many aquifiers are stressed and their water is increasingly brackish.(39)
Chaim Weizmann, head of the World Zionist Organization, wrote (around 1919-1920) to Prime Minister David Lloyd George that Lebanon was "well-watered" and that the Litani was "valueless to the territory north of the proposed frontiers. They can be used beneficially in the country much further south." He concluded the Litani was "essential to the future of the Jewish national home.'" Yet the British and French mandate powers kept the Litani entirely in Lebanon.(40)
Returning water-rich western slopes to the West Bank (acquired in the 1967 war), may be seen as relinquishing Israel's water sovereignty and threatening its national existence.(41)
A major reason that Israel gives for its use of the Litani is that Lebanon is not doing so. As evidence, Israel cites Lebanon's "Litani Project," of which only a third has markedly been realized. Yet, Lebanon argues that if it does not have control over its water and land, it will not be able to realize the potential of its water or land, or use it to the utmost.
