No. The amount of radiation in japan although higher than most other places isn't as high as it once was. All the locals can do now is wait and see what effects this nuclear plant has had on their health and the surrounding areas.

BUT what if the radiation caused a mutation that made the ebola transmit easier?

Yes, the Ebola will grow big enough to not require any hosts. The new "cockaroach sized" Ebola will still harm us if we touch them though. They will steer away from humans just like most insects do but if we come into contact with them physically we will contract an untransmittable though flesh eating disease which goes away after a while.

What nuclear contamination does to viruses is increase their mutation rate. This also applies to bacteria. And, well, all living things for that matter, but back to viruses. I don't know in the case of ebola, but this generally worsens the problem as a rapidly mutating disease spreads faster and is harder to contain.
