What Evil people came up with this Ebola infusion into the USA

Even if they didnt cook this up in a lab or genetically alter this virus to be more lethal, TPTB are acting way too casually for this not to be somewhat planned or at least ignored into a problem.

I get the image of these people, IE Kissinger types, whoever they are sitting around looking like Dr Frankenstein in his lab with a greedy grimacing look knowing of the evil they have unleashed or will let happen.

The idea of what is being allowed to happen is extremely disturbing to me.
